In a very unscientific way, there could be way for people to make a structure similar to the functions of how a state creates policies and drafts bills that determine law, yet between individuals that coordinate and utilize modern systems such as social media and technology to operate.

This would fill the purpose of embodying the Enlightment era principals of freedom liberty and brotherhood, or even updated ideas like equity and reformed justice systems.

It would function multinationally and be inclusive of any individual that has talent to contribute.
